The statement of the Minister of Higher Education and Scientific Research, Chamseddine Chitour, before the parliament this weekend, regarding the completion of doctoral theses in the English language, caused widespread controversy among graduate students, and this after he released his statement on his context, and mixed it in his answer to the parliamentarian question, between the scientific article and the thesis.
In answering a question regarding the crisis of publishing scientific articles for doctoral students and researchers, due to the number of classified “Class C” journals, which does not exceed 90, Minister Chitour said that the publishing standards in journals refer to scientific committees alone and that there are international journals of Class A and B, but the Algerian researchers are unable to publish in these journals because of the language and not the content.
“Whoever does the thesis does not translate it in English for publication, and we asked 3 months ago that the thesis must be in the English language”, and this statement was circulated based on compulsory completion of the doctorate thesis in English, while the minister was speaking about the scientific article and publishing, and did not provide good expression to answer the question”.
In this context, the National Coordinator of the CNES Syndicate Abdelhafid Milat said that it is not the first time that the Minister of the Sector made incomprehensible statements, and he returns to refute it with an explanatory statement.
“The CNES was the first to introduce the English project at the former minister Hadjar’s office, which he did not respond to, and was adopted by the former minister Tayeb Bouzid, who presented a project for years and a scientific and technical study of the file on the stages of introducing the English language, but as soon as Chitour arrived the project was frozen. His a statement regarding the language now is just an excuse for misleading, as he does not believe in the project and rejects it”.
