Abdessalam Bouchouareb: "There'll Be No License To Import Cars Less Than 3 Years Old"

Industry and Mines Minister, Abdessalam Bouchouareb, denied on Wednesday, the determination of the government to license the import of cars less than 3 years old.

Bouchouareb said, in a statement on the sidelines of the International Exhibition for Food Industries, that the government will not authorize the import of cars less than three years, but it wants to regulate the used cars' market, according to the terms' book in order to launch a system that ensures the good functioning of the used cars' marketing.

Industry Minister's statement comes to put an end to the controversy that recently raged over the issue of the return of importing the used cars less than three years old, that was declared by the Trade Minister, Bakhti Belaiab, at the Forum of "El Moudjahid" newspaper, two weeks ago, saying that the import of cars less than three years will return back to application.

"We will lift the freeze and prepare an accurate book of conditions that prevents the import of cars that subject the drivers to any danger, and we will define terms of licencing"

"Most important procedure currently is the provision of a transparent market where the buyer has adequate safeguards. Book of terms is a better option than to prevent import."

Previously, Minister of Industry and Mines, Abdessalam Bouchouareb said on the sidelines of the International Energy Forum: "This file is not a proposal in the Finance Bill for the year 2017, and it will not come into effect from next January, as expected by some people, but it will be applied according to the book of terms that organizes the activity. Our ministry is working in coordination with the concerned sectors to set it up to released it at the appropriate time", without specifying the time agenda.

Algerian Association of various cars dealership said there an increase in the used car prices since January 2016, by about 30 percent.

Same association suggested a continuing increase of prices if there'll be a continued delay in granting import licence for new cars by the Commerce Ministry, as no new car entered the ports of Algeria since the beginning of this year.

Algeria bill of cars imports reached about $ 3.14 billion in 2015, compared with $ 5.7 billion in 2014.

Government won a battle to curb the bill of importing cars, which fell to $ 768 million after importing over 53.356 cars during the first seven months of 2016, compared to 230.174 cars at $ 2.4 billion, during the same period of last year, down by 68%.

Algeria decided in early 2016 to freeze the import of new cars, and subjecting the activity to the system of licenses, as the number of cars that were imported in 2016  was about 152 thousand units, to curb the country's imports.

Government decision to prevent importing cars less than 3 years old destroyed the hopes of many Algerians and some associations in freezing on the decision to ban the import of old cars that were imported to Algeria in the past, and which was stopped by a presidential decree in accordance with the Complementary Finance Act of 2005, after the prices of the new cars that were imported by accredited dealerships, noticed an important increase, and the government resorted to identifying the quotas of granting licenses to import cars to 40 dealerships out of 80 applicants to obtain import licences.
