Badoui: “Lack Of Funding, Technical Capabilities Hampered The Renewable Energy Program”
Eight years after the launch of the National Renewable Energies and National Effectiveness Program, its implementation has encountered many constraints and difficulties, particularly with regard to funding and insufficient local technical capacity to realize it, especially the lack of coordination between different sectors,  Prime Minister, Noureddine Badoui, acknowledged on Thursday in Algiers.
“In fact, the diversity of actors in the field of renewable energies and energy efficiency and the complexity of the tasks that should be carried out in order to achieve the strategic goals that were set by the state requires effective and harmonious coordination between different sectors”, he added.
“The creation of a national governorate for renewable energies and energy efficiency will allow facing obstacles and difficulties in the field of implementation of the national program in this area”.
Badoui explained, in a speech, that was delivered on his behalf by the Energy Minister, Mohamed Arkab, during the inauguration ceremony of the new governor Yassaa, that the proposal to establish this governorate “comes in response to the difficulties and obstacles that encountered the implementation of the program, especially in the lack of coordination between different sectors, and the inadequate national technical capacity to complete and inadequate current funding modalities”.
According to the Prime Minister, “this governorate will form a proposal force at the disposal of public authorities to make the necessary dynamic adjustments to be included in line with the development of the technical, technological, scientific and economic context.”
“This coordination will identify the available means, especially national expertise. From the perspective of establishing multi-sectoral coordination between the different actors and mobilizing them, it is now incumbent upon the State to establish a national authority with the necessary powers to undertake this task, which is to maintain renewable energies and energy efficiency.”
“The development of renewable energies and energy efficiency measures is an alternative option for energy security in economic development, environmental protection and combating climate change”, he resumed the speech.
