Maj. Gen. Abdelghani Hamel: “Algeria Is Ready To Put Its Security Expertise At The Service Of International Community”
Law enforcement services should be establish solid and effective bases for cooperation in order to prevent various forms of security threats and to respond comprehensively to the aspirations of a secure and developed world, the General Director of National Security, Maj. Gen. Abdelghani Hamel, said during his participation in the 2nd United Nations Chief of Police in New York.
As part of Algeria’s efforts to combat the increasing impact of organized crime and transnational crime, Hamel said, during the 2nd Summit, that the Algerian State is working in the framework of the reforms that were initiated by the President of the Republic, Abdelaziz Bouteflika, to develop a comprehensive and integrated approach to contribute to the strengthening of the international community’s activity to achieve common goals in the area of ​​security.
“The Algerian police services are fully prepared to put their experience in the service of the international community to strengthen the work of the police in the world to effectively address the various security threats”, he explained.
“This rich experience was gained after field work in combating various forms of crime and it falls within the framework of a national approach based on professionalism, strengthening the principles of the rule of law and ethics in the framework of respect for fundamental freedoms and rights through the publication of a guide of the ethics of policing, and the adoption of a policy of communication at the internal and external levels that reflects the image of a modern police that respects the laws of the Republic and the principles of human rights”.
Speaking about the experience of the Algerian police, Hamel noted the concept of democratic governance of the masses, which was developed by the Algerian police in dealing calmly with the crisis situations and various peaceful protests.
He also asserted the gains that were made in the recruitment of women in the Algerian police because of its important awareness role, as the number of policewoman reaches 20.000 of whom 500 are in positions of responsibility.
Abdelghani Hamel appreciated the approach of the President of the Republic, the African Union Coordinator in the field of prevention, combating terrorism and violent extremism, which gives priority to awareness, prevention and mobilization, and the strengthening of national and regional capacities to promote the regional and international cooperation in order to protect the African continent from various criminal phenomena.
“Based on the vision that was adopted by the African Union in the field of police cooperation, AFRIPOL, which is based on coordination and supporting activities in the technical field and strengthening the operational capabilities and exchange of information and experience, the plan of action of this mechanism 2017-2019 guarantees the priority for the establishment of a plan to exchange information and communication between African police services – AFSECOM, the establishment of the National Liaison Offices of AFRIPOL, the development of African police capacity through training sessions to strengthen the capacity of law enforcement agencies to confront the organized crime and cyber crime with the participation of experts from the African police and regional and international police bodies”.
