Morocco’s “Makhzen” Intelligence Services Order Massive Dumping of Drugs into Algeria!

A leaked document secured by “Echorouk” exclusively and published for the first time, revealed that the Moroccan intelligence services are behind an orchestrated campaign designed to massively dump drugs into Algeria.

This very sensitive document, “Reference No. 2135/13”, a circular hailing from the “Directorate for surveillance of the national territory” linked to the Moroccan Interior Ministry, was issued on Wednesday 13 March 2013, and addressed to the Regional Directorate for surveillance of the national territory.

On top of the document, we find a blue seal containing the first letters in French “DGST” which means “the General Directorate for territorial control”, and the circular came under the supervision and behest of the -General Manager of the Directorate for surveillance of the national territory”.

This official document is a very serious injunction stating: “Mr. the Regional Director of the Regional Directorate for surveillance of the national territory based in Oujda, is ordered to oversee coordination with security agencies and our customers to facilitate drug smuggling into Algeria across the eastern border of the Kingdom.”

At the bottom of the document, the Moroccan intelligence services stressed the imperious need to work out and deliver audited reports for each drug smuggling process. 

The leaked document stamped “Directorate General of territorial control” in Morocco was signed by the head of Department of correspondence, and who was described by this document as the “General Controller”, and bore a secret code: DGSN/DGST N°: 4563/85.

 

…”And the guilt was proven through conclusive evidence” 

Official figures issued by Algeria point to enormous quantities of drugs pouring into Algeria from the Moroccan neighbor, and it is not a question of Quintals, but tons of all forms of drugs, worth millions of dollars. 

The plotting Moroccan side doesn’t waver to use arms’ smugglers and to cooperate with terrorist groups such as “Al-Qaeda” for this nefarious and destabilizing endeavour aimed at dealing a blow to Algeria through widespread drugs’ smuggling operations across the common border.

In February 2013, Algerian Prime Minister Abdelmalek Sellal overtly accused Morocco of jeopardizing the security of the Maghreb by wantonly allowing the flow of hundreds of tons of drugs from its territory into Algeria. 

The charge came after months of the issuing of the order by the Moroccan intelligence services at the behest of the “Makhzen” urging for the sweeping dumping of drugs into Algeria, and which was later revealed by “Echorouk” in the leaked document.

It should be noted that in November 2013, a formal report was issued by Algeria indicating the seizure of 164 tons of drugs smuggled from Morocco via various operations during a nine month-period. 

In the first months of 1994, the  Director of the national Office of drug control and drug addiction, Mr Mohamed Benhala, announced the seizure of an overall quantity of 95.56 tons of drugs and cannabis, with 70.20 tons coming from Morocco itself.

However, the Moroccan authorities always deny this fact despite the glaring evidence and claim that Algeria’s accusations are slanderous, arguing woefully that Algeria uses the drugs’ file for political purposes pertaining notably to the long-standing closure of land borders with Morocco in addition to the Western Sahara issue.

This incriminating document came as telling and doubtless evidence to prove that the accusations leveled by the Algerian authorities against Morocco were most reliable as these nefarious drugs are grown in the Moroccan Kingdom of Mohammed VI and this was repeatedly confirmed by various international organizations who also pointed an accusing finger at Morocco on this sensitive issue.

These drugs grown in Morocco itself, are smuggled into Algeria which has been turned into a transit area, and these smuggling operations are covertly carried out under the close supervision of the Moroccan intelligence services with the help of  all sorts of traffickers which the leaked document described as the “agents”.

Nadhir Arbaoui: “Your drugs are coming in and the land border is closed, what if it is re-opened”!

The tons of drugs smuggled into Algeria from Morocco annually were among the issues addressed by the Ambassador of Algeria to Egypt with the delegate to the Arab League Mr Nadhir Arbaoui, who responded on the occasion of the meeting  to the lame accusations uttered by the Moroccan Ambassador to Egypt against Algeria, saying that “with these numerous tons of Moroccan drugs entering Algeria even though their common borders are closed, how if the borders are opened, it would be extremely worse”.

These incriminating leaks point clearly to the fragility of the Moroccan security services and that the “wall of secrecy” may collapse on the heads of the leaders and officials who aren’t up to responsibility and accountability.

The latter have been hatching plots and committing manifold crimes with no respite for sheer political purposes. This leaked new document comes, and it will surely be followed by others later on, to duly confirm without a doubt the extent of the Moroccan Makhzen’s deep involvement in illegal and blameworthy activities against neighboring Algeria.
