El Hadi Khaldi, Algerian Minister of Vocational Training and Education said he supports a constitutional amendment and opening the presidential mandate.

“I believe that the phrase of voting twice must be deleted. People have to be given all prerogatives to elect the right man,” El Hadi Khaldi told Echorouk.

“The 1996’s constitution came in hard circumstances characterised by the International Monetary Fund’s conditions,” he added.

According to Khaldi, the constitutional amendment will allow determining the constitutional institutions’ prerogatives in accordance with world changes including the globalisation and market economy.

“I am for a presidential system that complies with society’s sociological composition.”

He said pluralism in Algeria is still young and some villages do not have a specific political colour.

” FLN, the party that is still in power in Algeria had submitted a proposal of a constitutional amendment draft bill including a suggestion for the position of vice-president.” “The contents of the proposal remain confidential and it is only the FLN’s secretary general and the drafting commission which know about it,” said Khaldi who is a FLN’s member.

Illegal immigration can be stopped by reviewing schools

Khaldi said the phenomenon of illegal immigration needs to review school courses in Algeria.

“There is a lack of planning regarding manpower. Because of that, the long and short term need of Algerian market is unknown. Thus, the training policy remains with no known result.”

“We can not talk about profitability of training sector in the absence of manpower and observation of employment market need,” he added.

According to the minister, Algeria has enough of manpower to cover its strategic projects. “Yet, people avoid working in public sector due to objective reasons including low salaries and tendency to jobs without social insurance.

Enterprises in Algeria are based on 7 percent only of foreign manpower while there is a lack of enterprises which can employ more than 500 people.

Bonuses for vocational trainees

Khaldi said his ministry had prepared a proposal which is meant for enabling trainees at vocational training centres to benefit from a monthly bonus of 1,000 Algerian dinars.

“This symbolic value push young people to come to vocational training centres,” said the minister.“In the beginning, the proposal was dealing with certain specialities and now trainees in all fields can benefit from it,” he added.

300 work opportunities for jobless

Khaldi said a project of 100 vocational stores in each community will contribute in providing job opportunities for trainees graduated from vocational training centres.

“This project comes within President Abdelaziz Bouteflika’s programme for jobless young people either graduated from vocational training centres or not.” “More than 300,000 new jobs will be available.”
