All Conditions are in Place to Organise the Teachers’ Recruitment Exam

The Ministry of National Education announced that it has taken all necessary administrative and organisational measures to ensure the 2025 teachers’ recruitment exam is conducted under the best possible conditions.

This exam will provide an opportunity for contract teachers to have their employment formalised and thus acquire the status of “probationary teacher” on the path to permanent appointment, especially if the exam is based on qualifications. Candidates will be evaluated through a review of their files, using a standardised scoring system, in addition to an oral meeting with a specialised committee.

In response to a written question from National People’s Assembly member Djaouada Ahmed Lakhdar, numbered 8655, and based on the Ministry of Relations with Parliament’s communication, number 2887, dated September 22, 2025, Mohamed Seghir Sadaoui provided a comprehensive and legally justified explanation regarding concerns about the nature of the teachers’ recruitment examination scheduled for December. He emphasised that his ministry is diligently working to implement all necessary administrative and organisational measures to ensure the examination is conducted under the best possible conditions.

Therefore, the relevant authorities are obligated to apply the legal texts about the organization of external recruitment competitions currently in force, particularly Executive Decree No. 12-194 of April 25, 2012, which specifies the procedures for organizing and conducting competitions, examinations, and professional regulations in public institutions and administrations, as well as Instruction No. 01 issued by the General Directorate of Public Service and Administrative Reform on February 20, 2013, concerning its implementation, as clarified by the Minister in a communication issued on November 17, 2012, bearing the number 1312.

Furthermore, the current legal texts guarantee that potential candidates for the upcoming teacher recruitment competition, scheduled for next December, will have sufficient time to prepare thoroughly and succeed under the best possible conditions, whether the competition is based on written tests or on a case-by-case basis (file review).

In the same context, the head of the sector explained that the decision to adopt a competitive recruitment process for teaching positions is an implementation of the legal texts related to filling vacant financial positions in the public sector, particularly the provisions of Executive Decree No. 25-54 dated January 21, 2005, which contains the basic statute for employees belonging to the national education sector.

Article 80 of Ordinance No. 06-03 of July 15, 2006, containing the General Statute of the Civil Service, as amended, stipulates that recruitment to civil service positions is carried out either through an exam based on written tests or, for certain categories of employees, through an exam based on qualifications (file review).

In addition, legal provisions authorise public administrations and institutions to schedule examinations, either through professional assessments or direct recruitment from among candidates who have completed specialised training, as stipulated in the statutes of accredited training institutions. This is in accordance with the provisions of the Basic Law for Employees of the National Education Sector, mentioned above.

Direct recruitment of graduates from higher teacher training schools is also permitted, with priority given to them. Furthermore, exceptional recruitment is allowed to fill vacant financial positions from among graduates of higher teacher training schools, through open competitions for graduation certificates in the required specialisations.
