Bouteflika to announce new measures to deepen Reconciliation

Algerian President Abdelaziz Bouteflika is expected to announce new measures for persons not allowed to travel and who are still jailed. This will be done in accordance to Article 46 of the Charter for Peace and National Reconciliation.

This comes on the 9th anniversary of the Charter for Peace amid criticism of the non-implementation of some of its measures.

Chairman of the National Consultative Commission for Human Rights Promotion and Protection Farouk Ksentini said there are some failures in the implementation of the National Reconciliation laws.

“President Bouteflika is expected to launch complementary measures for people not allowed to travel, people who are still jailed and women raped by terrorists. The National Reconciliation is one of the president’s big preoccupations,” he told Echorouk on Sunday on the phone.

Chief of judicial follow up of the implementation of the Charter for Peace and Reconciliation Marwane Azi said the government kept 95 percent of its promises about resolving the national tragedy.

“Thousands of armed people came back home after they had been on the run in mountains,” he added.

“We can say that the Reconciliation achieved many of its goals. Foreign pressure on Algeria due to the missing people issue was reduced,” he told Echorouk on the phone on Sunday.

He also said there are “few cases” which will be solved by provincial commissions. They are the case of persons not allowed to travel, the compensation of raped women and terror victims.

Former leader of the so-called the Islamic Salvation Army (AIS) Madani Mezrag said all the national tragedy victims benefited from the 1990’s deal with security authorities.

“We gave our vision to the National Reconciliation. We asked for general amnesty. Yet, some tried to use this request to evade economic crimes such as tax evasion and loans non-payment. Senior officials promised us that only people victim of the national tragedy will take advantage from amnesty,” he said.
