The first repercussions of the escalation between Algeria and France began to cast a shadow over the administration of French President Emmanuel Macron, who has become accused, in the eyes of many French, of mismanaging the file of bilateral relations, and the risks it could lead to for French interests in North Africa and the Mediterranean basin.
The first of these repercussions is the frequent talk about the announcement of Emmanuel Bon, a diplomatic adviser to the French president, his desire to leave the Elysee Palace, according to French media outlets, similar to both the sites “La lather” and “mondavrec” on the internet, which is managed by the former journalist of the newspaper “Le Monde”, Nicolas Pou.
Emmanuel Bon was appointed diplomatic adviser at the Elysee Palace in 2019 after the departure of Philippe Etienne, who left to take up the post of Paris ambassador to Washington.
The leak of the news came in light of the flare-up of the crisis between Algeria and France, against the background of the refusal of the Algerian authorities to receive the influential “Boualem”, because the French side did not respect the deportation procedures, which came based on a decision by the Interior Minister, Bruno Retailleau, and not by a decision issued by Justice as required by proper procedures.
Algeria had accused Paris of violating the Algerian-French consular agreement of 1974, because the French party failed to inform it “neither of the arrest of this citizen (Boualem), nor his arrest, detention, nor even the decision to expel him”.
The Algerian Foreign Ministry stressed that the decision to return him to France is linked to the keenness to enable him to respond to the accusations against him, claim his rights and defend himself within the framework of a fair and just judicial process that takes place on French soil,” the Algerian foreign ministry stated.
No information was leaked about the reasons for the diplomatic adviser’s desire to leave the Elysee Palace, but it coincided with an acute and unprecedented diplomatic crisis in the history of diplomatic relations between Algeria and Paris, at a time when French political and media parties expressed dissatisfaction with how the Macron administration handled the issue of the Algerian influencer.
One of the French voices that have risen criticizing Macron and his government team is the first secretary of the Socialist Party and a deputy in the French National Assembly (the lower Chamber of Parliament), Olivier Faure, for his mismanagement of the crisis with Algeria.
Faure accused his country’s Interior Minister, Bruno Retailleau, of failing to manage the influencer’s Algerian’s deportation file. Asked by BFMTV if Algeria had offended France by its decision to refuse to receive the influencer, Faure replied: “Retailleau is rushing into his management of the case. He should have taken the time to think before he made the decision to deport the Algerian influencer,” he said.
He added: “I am afraid that Retailleau played on the chord of excitement (to satisfy the extreme right), while he had to wait for the decision of justice, and be informed about the position of the receiving state, which is Algeria, regarding the reception of the deported person.
Olivier Faure accused the French Interior Minister of adventurism when making the decision to deport: “I think that sending a person like that on a plane without guarantees by the receiving state means that there is a possibility of returning the deported person from where he came from, and then we will enter into a war of words with Algeria .
We don’t need this.. What I want to say here is that the French Interior Minister did not respect the established procedures, “ he said.
According to the head of the French Socialist Party, the real problem between Algeria and France lies in France’s position on the issue of Western Sahara, and the issue of the influencer is only partial in the issue, warning of the dangers of sacrificing relations with Algeria by making noise through television in reference to the statements of some French officials, in the form of Interior Minister Bruno Retailleau, foreign minister John Noel Barro, former prime minister and head of the parliamentary group of Macron’s party, Gabriel Attal.
Olivier Faure also warned about the dangers of escalation: “you should not rush, as Retailleau did. When we are faced with an embarrassing situation, we try to react through ill-considered decisions that may threaten our relations with Algeria, which remains an important country in North Africa and in the balances at the Mediterranean level, under the Russian expansion,” he said. For her part, Catherine Tricot, director of the French magazine “Regard”, criticized the Macron administration for its handling of the issue of the influencer “Boualem”, and held it responsible for the results of disrespect for the known deportation procedures, in statements on the channel “France Info”.
“I think Macron is aware of the issue of Expellees from French soil, and what concerns the imperative of obtaining consent from the country to which the person concerned will be deported,” she said.
She explained that “Boualem was expected to appear before the judiciary next February, but the governor of Montpellier province decided to deport him suddenly.. I think the provocation started from this decision, from the French side and not from the Algerian side, and I think Interior Minister Bruno Retailleau is well aware of this,” she argued
“Relations with Algeria are very important, because about a quarter of the French have ties or associations with Algeria (family kinship or emotional relationship), whether black feet or French people of Algerian origin, or those who lived in Algeria, as is the case with my family (the speaker),” she said.
