French Government Allocates €118 million for Harkis and Their Families

The French government, as part of its 2026 budget bill, approved additional financial allocations for the benefit of the Harkis and their families, bringing the total budget allocated to them to €118 million.

This includes an additional €8 million in funding to monitor the implementation of the February 23, 2022, law concerning the French state’s recognition of the rights of the Harkis and those deported after Algeria’s independence.

These figures were revealed in an official report by the Senate’s Social Affairs Commission, the upper house of the French Parliament, dated November 24, 2025. A copy of the report, checked out by Echorouk, focuses on issues related to veterans, historical memory, and their relationship with the French nation, within the framework of France’s 2026 budget.

The document states that the financial allocations include compensation for the “right to reform,” amounting to €58.8 million. This takes into account expanding the number of eligible institutions that can receive beneficiaries, allowing a larger number of financial claims to be processed without altering the legal timeframe for receiving compensation, which runs from March 20, 1962, to December 31, 1975.

The French government affirms that these measures aim to expedite the processing of cases involving Harkis and their families within the allocated budget for the coming year, while maintaining the possibility of expanding the eligible structures in the future, as recommended by the Independent National Commission.

Senator Jocelyne Guidez, a member of the Union of Centrists and rapporteur for the commission, spoke of a 4.3% decrease in the 2026 budget allocated to the Harkis compared to 2025. It is likely due to their gradual decline in numbers caused by death and ageing. She explained that the total financial allocation for this year reaches €118 million.

The document revealed official French approval to add 37 new sites to the list of structures used to house those who collaborated with the colonial army after Algeria’s independence. This approval, granted by decree on September 3, 2025, was based on the fact that these sites met the criteria for providing undignified living conditions, thus expanding the number of beneficiaries among the Harkis and their families.

According to the same report, this operation will have a financial impact on the French budget for 2026, benefiting the Harkis and their families, estimated at 8 million euros.
