Government to Decide on Promotions for Regional Administration Staff

A draft regulatory text aimed at amending Executive Decree No. 11-334 is under preparation, the Interior, Local Authorities and Transport Minister, Said Saïoud, announced.

This amendment would allow for the future promotion of IT technicians in regional administrations who hold a Diploma of Applied University Studies (DEUA). He confirmed the public authorities’ commitment to protecting the professional rights of employees in public administrations and institutions.

This announcement was made in response to a written question submitted by National People’s Assembly member Nabil Rahiche, as reported by Echorouk, dated December 17, 2025, regarding the issue of regional administration employees holding applied university studies diplomas being denied promotion. The Minister explained that public authorities reaffirm their unwavering commitment to protecting employees’ rights, particularly by ensuring career paths that align with their skills and qualifications, and safeguarding their promotion rights. He also noted that relevant departments are continuing their efforts to resolve outstanding cases and address grievances, thereby strengthening employee confidence in state institutions and establishing a career path based on fairness and equity.

In this context, Sayoud explained that following the issuance of Executive Decree No. 16-280 of November 2, 2016, amending and complementing the basic law for employees belonging to the common corps in public institutions and administrations, senior IT technicians subject to the provisions of this decree, and who obtained a Bachelor’s degree in Applied Computer Science after their employment, benefited from promotion to the rank of Assistant Engineer, Level 1, within category 11. This was in accordance with the provisions of Presidential Decree No. 14-266, dated September 28, 2014, which amended and complemented Presidential Decree No. 07-304, dated September 29, 2007. The latter establishes the salary scale for employees and their payment system.
In contrast, the Interior Minister clarified that senior IT technicians within the regional administration are subject to the provisions of Executive Decree No. 11-334 of September 20, 2011, which contains the basic law for employees of regional authorities. This decree does not currently include the rank of Assistant Engineer Level 1, but grants the possibility of promotion to the rank of Assistant Engineer in IT within the regional administration for employees who obtain a Bachelor’s degree in IT after their recruitment.

In this context, the Minister revealed that his department had initiated the preparation of a draft text aimed at amending the aforementioned Executive Decree No. 11-334. This amendment, once finalised, will implement the proposed measures and address the concerns of local government employees, particularly by introducing new ranks similar to those established in Executive Decree No. 16-280. It will also enable employees holding the rank of Senior IT Technician in the Regional Administration to benefit from special provisions allowing for promotion to the rank of Assistant Engineer, Level 1, thus opening up career advancement opportunities for them.

He concluded that “Interior Ministry services seek to enable this category of employees to advance in their career path and move to higher ranks, while making up for the delays accumulated since 2015, in response to the provisions of Instruction No. 165 dated July 16, 2023, issued by the Prime Minister’s Office, relating to lifting the freeze on promotion operations in public institutions and administrations during the period from 2023 to 2025, pending the issuance of the amended text of the executive decree.”
