Lakhdar Brahimi to lead an Arab Independent Commission
Movement of change in the Arab region aims to create a state of institutions, which can realize the popular aspirations, keep pace with global change and interact with the inevitability of history and the requirements of the times, General Secretary of the Arab League Dr. Nabil Elarabi said in his speech at the opening of the 12th annual conference of the Arab Organization for Administrative Development on Saturday, which was held under the slogan “good governance and nation-building institutions”.
“The initiative of good governance came to enhance development and modernization in the Arab world, and was launched by the Arab Summit in Tunisia in 2004, as it is considered one of the essential references for the work of the Arab League in this area, and from this idea it launched worked to re-examine various aspects and objectives of the Arab action and the new tasks of the agenda of the Arab League, and the need to enter popular dimension at the heart of its concerns and institutions. Starting from this goal, an independent commission of wisemen was created, based on the decision of the Arab League council, led by Lakhdar Brahimi, and it will present its report on the next summit on March 2013”, he added.
“The process of change and development for the system of the Arab world is gradual and based on three phases, the first relating to the restructuring of the Secretariat to remove the duplication in performance and rationalize the workforce and upgrading its professional level, the second includes specialized Arab organizations to strengthen its role and achieve harmony among them and empowerment of the necessary tools and resources to improve their standard, the third phase deals with the institutional framework of the Arab League as the amendment of some articles of the Charter of the league and adaptation to the change movement in the Arab countries and the ability to dealing with the new requirements and challenges”.
