National Reconciliation Experience: Algeria’s Gift To Humanity
General Secretary of the Muslim World League, Mohamed Ben Abdelkarim Al-Issa, was not just a polite diplomat when he said recently in his visit to Algeria that “the policy of civil harmony and reconciliation has been an important turning point in the history of humanity, and did not start from nothing”.
“The world is general should be inspired by this experience in order to bring security and peace, and in the Arab and Muslim worlds particularly”, he added.
The approach of cohabitation and reconciliation that was adopted by Algerian authorities and the people 20 years ago, has brought the country and the people from the fires of hell to harmony and peace, after years of blood and tears, during which Algerian suffered the tragedies, sadness, their lives were lost and they lived their great bewilderment in the shadow of independence.
Algerians lived in fear for their terrified lives, and their hearts were torn apart by the nightmare of a future that would be burned by the hands of their children after the expulsion of the criminal colonizer, until the dawn of security and safety came by the arrival of President Abdelaziz Bouteflika, carrying with him love for the Algerians in the spring of 1999.
Since the outbreak of the tragic events in our country in the winter of 1992, against the background of the tense political and security situation that accompanied the stooping of the electoral process, the voices of wisdom did not stop in Algeria, and they called for the need to stop blood and secure the homeland from the scourge of violence and weapons, but the sober call remained subdued and shaken under the roar of political extremism, then Algeria paid the price of that excess and intransigence of hundreds of thousands of lives,  among the best of its leaders, soldiers, assistants, sons, frames, youth, imams and preachers, leaving thousands of orphans, widows, disabled, missing and lost.
The material losses were estimated at billions of dollars, as a result of bombings, vandalism and destruction, which affected trees, building and facilities everywhere, then the country fell in underdevelopment and  drowned in sedition and living under the siege that was imposed by the close brothers before the distant enemies, until the country appeared to observers at home and abroad like speeding towards the unknown and lost in a dark tunnel without horizon and with no end!
When the hearts reached the throats, and the Algerians thought of themselves as bad, the good news came back with relief after the ordeal of hardship and suffering, to cheer the peace, harmony and reconciliation between the “enemy brothers” after an enormous bill of great sacrifices to restore peace and stability.

13 Years of Experience, Lessons

Today, by the 13th anniversary of the signing of the Charter for Peace and National Reconciliation, Algerians remember with great sorrow and pride how they struggled to survive and how they have now become the equivalent of resolving armed conflicts across the globe, when President Bouteflika made a heavy pledge to the Algerian people in the winter of 1999, in the first media statement, he cried out from the depths of the heart that he would make three bets: He would draw the smile and hope on the faces of the Algerians by achieving national reconciliation, restore the nation’s position among the countries and revive the crippled economy.
In fact, as soon as the elected president took power, he immediately began to implement his eternal promise, and after only four months, he introduced the Civil Harmony Law to the Algerian people, which it praised, allowing thousands of armed men to descend from the mountains and the wanderings, returning to embrace their parents and their community.
Of course, it was never easy to forget the recent past and transcend the deep wounds, so that some people were disappointed with reconciliation and described it as lame, but the president was always confident in the Algerian’s attachment to life and their ability to make the impossible for the country.
“This is what the current balances have allowed”, he said, adding that “People understand that reconciliation is a long and arduous path, but the captain of the ship made his way in the midst of a storm, and he will land on the shore of salvation”.
A few years have passed since the president gave a new historical date for the Algerians with the Charter for Peace and National Reconciliation. They once again gave the gift of one man on September 29, 2005, to give him a blank signature to enforce it, until the last tear of a terrified victim.
As a result, Algeria has surpassed its black and red decade, having succeeded in drying up the sources of terrorism and its popular institutions, raising religious and political cover for its heinous acts, and opening the doors of return for its children for social and professional integration, and contribute to the restoration and building of the homeland.
This historical election has made Algeria’s cultural experience a regional, Arab and international approach that is used by the adversaries and intermediaries wherever the strife has taken place in the countries, which puts the Algerians in front of a supreme national responsibility in preserving their fruitful fruits and valuing their good outputs, to realize the desired development and to complete the remarkable achievements.
