1, 200,000 employees benefit from cooperatives' funds

Government approved the bill on social cooperatives, which concerns seven million Algerians, considering that there is one Million and 200,000 cooperative adherents, including members of the same family.

The bill which consists of 110 articles, which copy is available to Echorouk, is expected to be presented on parliament during the second week of this month, with taking into account the opinion of the state’s council,and the will of government through the Labour and Employment and Social Insurance Ministry, to retrieve conducting of the cooperatives, which are estimated to 30 national cooperatives, and presenting the bill in its preamble, siting causes such as ” The need to bring reforms and link them with those mentioned in the system of social insurance”, despite that the bill’s preamble mentioned that the reforms were agreed in the summits 13 and 14, but it is empty from central syndicate proposals that participated in the working group before the issuance of the bill’s text.
The bill states a special character of the cooperative “not commercial”, but the Labour Ministry imposed many terms that oppose that, making control one of the Labour Minister’s powers, to end dependence on the Interior Ministry, because the cooperative is created in the framework of national associations.
Same bill proposed integrating the work of cooperatives in the Shifa Card, with the possibility to integrate the worker in many cooperatives to increase the retiree’s pension, through enabling a supplementary retirement basic grant for a subscription which does not exceed five years.
In the field of management, the Labour Ministry required 5,000 adherents and 50 founders to create a cooperative, instead of 3,000 that is currently in place.
