The expanded study, which included the main localities in Algeria, including Algiers, Setif, Constantine, and Annaba, east of Algeria, and Tizi Ouzou, east of Algiers, as well as Oran, west of Algeria, shows that this class of Algerians is fully linked to the national network of gas, electricity, water and health system, as well as available needs and other households equipments that are considered by some people as luxuries, including the microwaves, air conditioners, dish-washing machines, refrigerators, washing machines and water heaters.

The study draws attention to the volume of Algeria families interested to technology and modern communications, thing which is linked to their incomes. 75% of families that receive 30.000 to 40.000 dinars monthly have computers, digital satellite receivers and internet, however, the paradox discovered in the study, is that the speech by the Ministry of Posts and Communications and Technology, about connecting the Algerian families to high-flow internet in their homes, is still a pro forma speech and just words that are not realized, as the families who have internet at homes during mid June 2009 did not exceed 6.5%, so where is the program of “Ousratik” ( family) announced by the president Bouteflika, is it the failure of his policy to revive the use of the dual cable for the simultaneous transmission of digital data, despite 63.71% of the middle class have fixed telephones at homes, however, this infrastructure is unused economically in a viable way for the development of productive services and economic activities in the society, instead of bringing the imported services from abroad.
