65% of Algerian tenants didn’t acquire their houses: Housing minister reveals

The deadline for the closing of the defeasance operation of state-owned real properties for the benefit of their occupiers was fixed by the Offices of Real Estates Promotion and Management to December 31.

  • The housing minister Noureddine Moussa , has in this respect, yesterday revealed to Echourok that those offices will stop operating according to this option in respect of the Executive Decree 03- 269 dated January 27, 2004 which fixed the duration to six years.

  • A joint ministerial order sealed between the interior, housing and finance ministers issued in 2006 has reviewed the prices per square meter over houses and other real- estates decreasing the cost by 4000 Algerian Dinars per square meter, fixing thus the average price to 14000 Algerian Dinars instead of 18000 Algerian Dinars per square meter.

  • The operation is designed, the minister indicated, to stop relentless citizens who occupy the state’s real estates from avoiding the payment of their rents. On the other hand, Echourok sources have revealed that the freezing of the operation was driven by the necessity to review the value of these estates in the sense that prices on the market do not reflect their real value.

  •  Estimates released by these offices have revealed that despite the revised prices for the acquisition of the houses, only 35% of the overall real-estates were sold to their occupiers while 65% of them prefer dwelling without owning.
