8,000 billion centimes to restore Sonatrach’s headoffice

Algeria’s former energy minister Chakib Khelil gave an instruction to buy construction products from a German company at 73 million euros to restore Sonatrach’s headoffice in Algiers.

The minister decided to restore the building in 2007 and consulted an Algerian research department for a call for tender.

According to commercial activities directo rat Sonatrach, Khelil ordered to use expensive products in the restoration.

Six foreign companies out of eight withdrew from the tender. Khelil did not hesitate to grant the deal by mutual agreement to German IMETCH although its offer was equal to 8,000 billion centimes.

Investigations showed that Sonatrach’s former CEO asked the minister for instructions about the tender. He was ordered to seal the deal by mutual agreement with a German and American companies. IMETECH’s offer was lower by 30 percent. Because of that, it won the tender although the project finnacial value was exaggerated. That means Sonatrach’s officials got bribes and advantages to offer the tender to the German company at such an amount.
