Algeria fixes conditions to grant housing building contracts by mutual agreement

Algerian housing ministry in coordination with finance ministry fixed deals granting by mutual agreement as part of a housing program due to be fully concretized by 2014. The deals will have to be granted as part of short lists determined by a specialized commission created at the housing ministry.

The housing ministry gave an instruction to take necessary measures on a central level to implement the program. Specifications are determined in an official letter issued on February 6th related to national and international calls for tender.  

The ministry called for respecting the conditions and creating competition among bidding companies.

“It must be clear that many legal and regulatory clauses are available to check public expenses transparency and legality starting by finance general inspection department to the Court of Auditors,” said the instruction.

Deals will be granted by mutual agreement for priority and important projects. The housing ministry stressed the necessity of examining each proposal related to deals conclusion by mutual agreement “to the extent that it will reduce achievement deadlines.”

Deals granting by mutual agreement is applicable on national private companies which represent sufficient references.
