Algeria receives 15 thousands bodies of sons dead abroad

Algerian government revealed a new project expected to end the suffering of thousands of Algerian families to transfer the bodies of their sons died abroad. Air companies including Air Algeria impose exorbitant prices for transport.

• Mrs. Nadjia Morah, director of the Algerian company for insurance network (ISAA) said the new project is the result of the government’s commission work. It is comprised of officials at the inception department of foreign affairs and finance ministries as well as three national insurance companies which are “CAT”, “CAR” and the national company of insurance. The latter undertook to consult the national and international advice to research means of insuring the dangers of resettling the immigrants’ bodies. The task of searching coverage resulted in an offer from the French insurance company “AKZA” which committed to insure full coverage of immigrants on the basis of the individuals’ involuntary and local  registration( in France).

• The bill which has been edited and signed between the Algerian and French sides on a full insurance coverage for the Algerian immigrants includes all the countries and ages on condition that the insurance company should pay costs related to transferring the Algerians’ bodies deceased abroad. Registration in this insurance service happened on an annual basis of 17.20 Euros per person.

• The project which was called “resettlement of corpse and funeral expenses”, stipulated in detail on: a minimum of registered annually at least 10 thousand and a pending period of three months to begin the service with an additional bonus of 12 percent annually to cover the costs of air transportation.

• Action committee supervising the project during the year counted 15,000 Algerian immigrants who registered their participation in the new insurance service. It is a figure equivalent to the annual average recorded recently for the deceased number of Algerians abroad through their families’ requests and commandments for burial at home.

• Two great obstacles still stand against the project: first, when the ministry of foreign affairs maintained its reservation waiting for the diplomatic missioners to take in charge insurance services abroad on the basis that it is not his ministry’s role. The second obstacle is the reluctance of Algerian bank to grant licence for the national insurance company special in receiving the contributions paid by the registered immigrants or allowing them to open a bank account in hard currency abroad at the Algerian international bank agency. The French side ( AKZA company) receives participation’s rights in Euro.
• Exchange control department at the Algerian bank asked for the techno-economic study of the project, which happened without the national insurance company’s licence from the bank’s governor until now. It would require the government’s intervention.
