Algeria: transportation committee in National Assembly to propose new traffic bill

Head of the transport committee in the second chamber of parliament Mohamed Ben Hamou revealed to Echorouk that the MP’s initiative to this project came to prove the traffic legislative system of 2004 and it’s limitation to the reduce traffic accidents with evidence that Algeria is in first global ranking in terms of victims number in roads.

  • He confirmed that the parliament will soon transmit the draft law to the National People’s Assembly office for consideration. The draft law contains the participants’ proposals in a seminar on traffic accidents prevention, organized on May14th May in Tlemcen province ( west of Algeria).
  • The expected number of proposals is about 22 their owners think that they are enough to fill in the gapes recorded in the field by reviewing the legislative traffic law system. That can be done by ending duplication of procedures for driving licences withdrawal between the executive and judicial authorities.
  •   According to deputy Ben Hamou, justice alone is empowered to adjudicate in case of the license  withdrawal and not the administrative bodies, as well as respect for the principle of personal punishment and not punishing drivers on the basis of  violations
  • The project proposes the establishment of a national school for forming driving supervisors as well as creating a national agency for traffic signals and to reconsider the adoption of driving schools’ conditions.
  • New project’s creators think that it should be raising the legal age to cross categories “B” and “D”, and develop tracks including all the specifications to learn driving and reconsider the penalty of killing or error wounding stemming from the non-intentional conduct, and review the system of collecting fines and re- include the text for pedestrians fine, then intensify means of remote control, at a time the committee on transport chairman considered that the national policy for transportation’s preparation in medium and long terms has become an obligation.
