An organized looting of Gold in “Agenor” company

A correspondence sent by the governor of accounts at public economic institution -National Agency for the transmission and distribution of gold and other precious metals “Agenor”-, to the prosecutor in Algeria, exposed the attempt of the General Manager of the company to cover up an operation of stealing significant quantities of gold from the agency, through the conclusion of transactions outside the law with companies which buy and sell new and used gold, as well as manipulating bills of operations of gold and jewelry, and manufacturing precious metals.

Governor of accounts, according to the complete file, available to Echorouk, said the General Manager of the company “Agenor”, is responsible for the deteriorating situation of the company because of the deals that are illegal, and due to obtaining concessions without the consent of the members of the administrative council, and his handling of contracts with employees illegally.

The governor of accounts asked, in correspondence that was directed to the prosecutor, that carries the Ref Number: MRA / 06 2012, to be protected from threats of the General Manager of the company “Agenor”, which started threatening him via text messages “SMS” after refusing to change the content of the report that was prepared to be directed to the supreme bodies of state and to justice, as well as preventing him from access to the headquarters of the institution, to carry out
his duties under the law, and refusal to summon the administrative council as required by law.

The document, which are available to Echorouk, show that the General Manager of the National Agency for the transmission and distribution of gold and other precious metals “Agenor”, refused to attend the meeting of the administrative council on 20 May 2012 at 2:00 pm, in a special session which was devoted to discuss the serious developments of the company’s condition, and at the end of the meeting, the members issued strict provisions against the General Manager of the company, because of the documents which prove all the charges that were brought against him by the governor of accounts in various reports, which were
addressed to the prosecutor and the General Manager of Algeria Mining Complex “Manal”, and the owner of the company, and to the Minister of Energy and Mines, Youcef Yousfi.

Shrifi Madjid, tried in a “confidential” letter, which was addressed to the General Manager of Algeria Mining Complex “Manal” on 16, 17 and 29 May 2012, under No. 142, 143, 166, to deny the charges against him, but he admitted having already asked the governor of accounts not to come to the company under the pretext of negative affect on the business climate within the institution, trying to accuse him of assaulting the staff within the company, but he acknowledged, in the same context, that the national Agency for the transmission and distribution of gold and other precious metals “Ogenor” is living in a permanent state of disability for many years.

“Agenor”s General Manager, put himself above all laws and legislation, being indifferent towards all decisions that were issued by the Extraordinary Assembly of the Governing Council, which was held on May, 20, 2011, describing them as illegal.

Fake deals to buy and sell significant quantities of gold Contrary to the attempts to evade responsibility, which was initiated by the General Manager of the National Agency for transmission and distribution of gold and other precious metals “Agenor”, the report that was prepared by Zoubir Boulakroune, Inspector General of the
Ministry of Energy and Mines on June, 17, 2012, after an investigation carried out inside “Agenor”, based on the report of the GM of Algeria mining complex “Manal,” showed that all charges against the General Manager of the National Agency for the transmission and distribution of gold and other precious metals “Agenor” are accurate and correct, and do not riddled with any defects, and that the report prepared by the governor of accounts is accurate ,adding that the agency lives a
state of chaos that is not commensurate with the nature of its activities and the tasks that were entrusted to it by the public authorities, in addition to the resort of the GM of the Agency to issue sensitive decisions without recourse to the Administrative Council.

The inspector general’s report to the Ministry of Energy and Mines, shows that there is a state of chaos at the level of the commercial department of the company, where the analysis of activity of buying and selling gold, and contracts of handling with the presence of excesses at the level of commercial agencies, especially in the part concerning the follow-up of manufacturing processes of gold ornaments and liquidation of gold and silver at the level of handlers,as well as the lack of transparency in the purchasing quantities of the used gold at the level of agencies of the company.
