CEO signs deals with French Jew after liquidating Algerian partners

CEO of the National Laboratory of Housing and Building terminated a provision contract and signed another with a French company owned by a Jewish born man to supply the laboratory with equipments used in geotechnical studies, according to documents.

In November 2008, the CEO informed an Algerian company specialized in importing industrial equipments of the contract termination, saying the imported machines are fake and not in conformity with the laboratory technical standards.

Yet, the CEO immediately concluded deals of imported equipments from the same French operator.

Each time the French company’s owner signs a deal with the laboratory, he sends his wife to Algeria. The laboratory pays hotel fees for her.

According to the same documents, the laboratory’s CEO bought four digging machines used in geotechnical studies without getting the specialized commission’s approbation. He obliged general directors of the group’s subsidies to sign the contract without putting his own signature.

He concluded another deal with France’s TEC to buy a digging machine at 214,000 Euros without passing by public deals procedures. The laboratory’s board of directors was not informed of the deal.

The laboratory’s CEO warned workers that no one could make him quit his position due to his alleged good relationship with Algerian Prime Minister Abdelmalek Sellal.
