European Union foreign ministers are meeting Monday to discuss the situation in Syria, including strengthening an arms embargo meant to keep weapons out of the country. The ministers are expected to endorse a plan to inspect all suspicious air and sea cargo headed for Syria. The inspections would take place only in EU territory and build on an embargo enacted in May, 2011. Meanwhile, Arab leaders are promising Syrian President Bashar al-Assad safe passage if he agrees to leave the country.
