European experts : State law exists in Algeria even with continuing emergency measures
European experts say judge can play a positive role in the fight against terrorism.
Belgian expert Damien Vanderirmerch, Attorney General at the Belgian appeal court stated that “state law exists in Algeria despite the state of emergency declared in the fight against terrorism.” “Judicial work is continuing in addition to judicial guarantees.”

He added that Algerian justice sector officials have enough experiences and the rest of the world countries can take advantage of them in the emergency case application without prejudice to the citizens’ rights.

In the same context, the experts who participated in a meeting on “ the fight against terrorism in the state of law”, organized by the ministry of justice in coordination with the Swedish government, stressed the importance of mainstreaming the communication’s judges system between countries in order to ensure more effective fight against terrorism.

He confirmed “the positive role which can be played by the judge in the fight against terrorism” pointing out that the communication’s judges may contribute in “facilitating” exchange of information and gathering evidences.

He added that “concentration is very important in fighting terrorism using common values and standards since this phenomenon becomes more and more international.”

The expert noted that the states have more coordination when they fight terrorism.

In this regard, the Attorney General’s assistant at the Algerian judicial council Othman Moussa revealed that Algeria will appoint soon a communication’s judge in France followed by other judges in several countries.
