FM Lamamra's statements deviate from Algerian Diplomacy Doctrine
Algerians do not disagree that the major headlines of the government’s foreign policy are extracted from the constitutional powers of the President Bouteflika, an equation which means that the person who accepts the post of foreign minister, will necessarily accept to be a mere shadow President, which has limitless powers in the area.
However, senior observers of the diplomatic affairs in the country agree that FM Ramtane Lamamra, is one of the brightest officials of the Algerian diplomacy school, like his teachers at the school, including most notably Mouhammad Seddik Ben Yahia and Lakhdar Brahimi, but what Ramtane said, During the joint press conference with his Egyptian counterpart, Nabil Fahmy, was his conviction, or was it just a historic turning point in the path of Algeria’s diplomacy faith?
The world will remember to the end of time, that Algeria and specifically its foreign minister in the seventies of the last century, and the current President, Abdelaziz Bouteflika, that he is the one who ended the apartheid regime in South Africa from the regular UN , despite the fact that South Africa was strong, as history will retain that Algeria is among the last countries in the world that recognized the Transitional Council in Libya, which are ethical principles that are calculated to Algeria, but the last statements of the Foreign Minister Ramtane Lamamra , who said that Algeria recognizes the States and does not recognize governments and regulations, during a meeting with the Foreign Minister of the coup, Nabil Fahmy, are words that must be placed on a set of red lines.
Indeed the states may recognize states, so as not to upset the balance of international relationships with all simple movement or passing wind, but it does not make sense that Algeria will stigmatize the ears on the cries of thousands of deaths, widows and orphans that are condescending and which are a product of the bloody coup that was carried out by the “military junta”, which seized power by force in Egypt, after the election of a president by the people, no matter what this President is Muslim or Christian, because the principle is the rejection of the coup and is not justifying it when it comes to a President who belongs to a party.
Justification which Algeria and its Foreign Minister promoted may be true, but it would be calculated on Algeria in International events as it is not opposing to deal with coup regimes, and that it wants to lay a basis for this pattern, in terms of weight within the African Union.
State of Cambodia suffered from global isolation because of the terrible and ugly bloody massacres against the “Red Khmers”, as even Norodom Sihanouk, (October 31, 1922 – Oct 15, 2012) was assassinated following an alliance with the Khmer Rouge, which enabled them to rule the country, and similar examples to the Cambodian regime are many in the world, so do Ramtane Lamara wants Algeria to become a state which supports everyone?
Ramatane Lamamra should clarify the reasons for Algeria’s refusal to recognize Paul Bremer, who ruled Iraq after Saddam Hussein, and who recognized Maliki, who is ruling Iraq today with his abhorrent sectarianism, then why would Algeria recognize the state of Egypt and keep the lower limits in dealing with the wounded Iraq.
Lamamra’s words may mean that the recognition is done for States and not governments and regimes, like in the Kingdom of Plato, but is the state as a term (the land and the people and the system) aims to kill, imprison, intimidated and torture people? The answer is, no, because the one who kills, leads coups, represses and imprisons people, are coup bloody regimes that operate outside the constitutions in favor of agendas that are often governed by transnational lobbies.
Algeria and its diplomacy doctrine should have kept silent temporarily until finding a solution to the Egyptian confusion in the African Union institutions.
