Kenai:Bouteflika should hold cabinet meeting before October 15th

Algerian President Abdelaziz Bouteflika should hold cabinet meeting before October 15th as the Finance Law must be examined by virtue of the Constitution’s provisions, according to former member of Parliament and Finance Committee President.

“The government follows the Constitution’s provisions in dealing with the Finance Draft Law,” Mohamed Kenai told Echorouk.

 

“Article No 120 of the Constitution stipulates that Parliament passes the Finance Law within 75 days from its presentation. If it is not passed within deadline, the President issues an ordinance even if it is during Parliament’s legislative session,” he added.

“The government also follows Article No 44 of the Law No 02-99 of the year 1999 which determines the organization of the People’s National Assembly (APN) and the Council of the Nation.”

Kenai also says the Finance Draft Law is supposed to be presented to Parliament on the same day of the cabinet meeting. “Because of this, the president will have to pass the Finance Draft Law before October 15Th. It will be discussed under big pressure on deputies as the Finance Committee will listen to 20 presentations from ministers.”

The APN’s speaker Mohamed Larbi Ould Khelifa a joint meeting of Parliament’s chambers and fixed a 15-draft law-agenda. It depends on the cabinet meet which was postponed for unknown reasons.
