Libyan former Defense Minister, Oussama al-Juwaili to Echorouk: “Libya collapsed, Daesh is targeting Algeria”

Former Defense Minister, Oussama al-Juwaili, during the reign of Abderrahim al-Kib, talked in this interview with Echorouk about the frightening scene of the security situation in Libya, which resembles the unrest in Somalia, Iraq and Afghanistan.

“Fadjr Libya (the dawn of Libya) and Haftar troops are fighting each others, and are unable to face the terrorist organizations. Danger of Daesh would reach Algeria and the neighboring countries.”
How do you see the security in Libya after the execution of Egyptian nationals and the military review of Daesh organization?
The situation is dangerous and very complicated, there is an unprecedented security unrest in the country, and all that is happening now is the result of the use of misplaced force, and a result of the expansion of terrorist groups, because Libya has turned into a fertile and suitable environment for the spread of terrorist and extremist organizations of different names and human composition, especially those coming from outside the country.
Could you say that Libya is currently a collapsed state?
Libyan state was in the process of configuration and building an integrated organization, either politically or security, but the military and security system was overthrown and was completely dismantled, and the result is the proliferation of weapons and the inability of the remaining security services to control the public order, and the lack of a strong army that would control borders, and the entry of dozens of terrorists in the Libyan soil.So we are facing a failure in the state’s formation.
Talking about the lack of security forces, what about “Fadj Libya” and  Haftar forces?
*You are talking about forces that are only militias, and that are unable to organize security operation, both within the cities or on the borders, and the most dangerous of all this, is that the two parties are facing a large conflict and fighting, which encouraged the increased prevalence of spread of terrorist groups.
There are several options to deal with terrorist groups, including military intervention . Do you think that this is the most appropriate option?
Foreign military intervention, even if its declared aim is to fight against terrorist organizations in Libya, but if there is a coordination with the interior authorities in Libya, and without sub-regional or Arabic cooperation, and its results will be devastating, and there is no hope in its success, but that would exacerbate the situation more and more.
Libya’s neighboring countries, like Algeria suffered terrorism, but it did not notice a military parade for the terrorists, why?Countries in the region such as Algeria, Tunisia and Mali, although they suffered from the phenomenon of terrorism, but there is an army, this why terrorist organizations were unable to fight the state’s armies, but Libya is now living a situation that resembles Iraq, Afghanistan and Somalia. There is a total collapse of the security system, and when the security services are absent, the place is available for terrorist organizations.
Terrorist organizations, specifically “Daesh” is it a real threat against Algeria?
Danger of Daesh and other terrorist organizations that are based in Libya, is a real threat to Algeria, as a result of geographical factors; as the two are border countries, and the absence of a security system in Libyan border is exacerbating the situation, and the danger of “Daesh” and other terrorist organizations does not include Algeria only, but all the neighboring countries.
