Pre-retirement measures due to extraordinary circumstances, PM Sellal says

Pre-retirement is “an exceptional measure” that is used by public authorities in the mid-nineties of the last century, PM Abdelmalek Sellal says.

Sellal asserted, in response to the oral question by a deputy of the National People’s Assembly, where the Minister of Relations with Parliament, Mahmoud Khedri, replaced him by saying that Pre-retirement is a relative retirement, and is a retirement without age requirement as it was stipulated in Order No. 97-13, dated May 31, 1997, which complements the law No. 83-12 on the retirement on July, 2, 1983.

Sellal added, regarding the lack of calculating the years of national service for employees who wish to take advantage of the Pre-retirement, and which conditioned attainment of age 50 years, in addition to 20 years of work, at least; “Algeria has taken during the nineties of the last century extraordinary measures of social nature, in order to protect the hired workers, like the establishment of a fund of unemployment insurance in 1994”.

As part of this endeavor, PM Sellal explained that the establishment of a new system called «Pre-retirement», or voluntary executes the Order No. 97-13, particularly Article 6 bis, which included a quotation on the relative retirement and retirement without the age condition.

“Calculation of years of national service should be done in the framework of this endeavor to maintain the balance of pension funds and social security, as the worker can benefit from its completion of necessary years to get the right to retire, in order to achieve balance and preserve the rights of all citizens in social protection.”

“Law 83-12 on retirement determines the conditions to benefit from the pension, under the normal system, fulfilling the age requirement (60 years old, at least for men and 55 years for women at their request, with a period of actual work and pay contributions equivalent to seven and a half years at least.”
