Prosecution of Chakib Khalil requires the opening of “Brown root & condor” file

Senior sources in the follow up of corruption cases in the Algerian hydrocarbons sector, reveal that the investigators did not approach the file of the Algerian-American mixed company “Brown Root & Condor PRC”, which was owned by Sonatrach with 51%, and the company “Kellogg Brown & Root”, a branch of Halliburton which is the property of the former American vice president Dick Cheney with 49%, and resorting to solve it rapidly and vaguely, provided protection and full insurance for the non questioning of Chekib Khalil.

Source who occupied senior posts in the sector for decades, asserted that there is what can be described as an intentional error formally when opening Sonatrach 1 and 2 files, in order to avoid investigating in the facts, and make it impossible to accuse seriously any political officials including the former Energy and Mines Minister Chakib Khelil.
“Government decision to deal with the file of corruption in the field of energy using the way of putting the cart before the horse, is an introduction to closing it without reaching any result, since the  public prosecution and Justice Ministry did not open the key file through investigating in the facts and real objectives behind establishing the company “Brown Root & Condor” and the secret operations that Algeria conducted, for whom and how it contracted with it, and exposing all the projects that it executed under investigations.
Echorouk source explained that, “Khalil was familiar to all the files related to the Algerian American mixed company,  whether in his sector or in other sectors, through some employees who were hired by him personally or through the data which he received from his friends in the USA within the mother company Halliburton, which is led by the most influenceable in the world Dick Cheney, who was close to Chakib Khelil  and the lobby of oil which he represented, as Chakib was considered in the eyes of the traditional western powers “head of the American trend in the top of Algerian authority”, and this was the key accusation that opened the doors of hell  before him”.
In addition to his tight relationships with the first class American politicians, especially in the oil industry in Texas, Chakib Khelil’s supervision on conducting Sonatrach affairs from 2003 to 2005 gave him a huge power in facing the parties which opposed his way of conducting the sector and his attempt to impose his liberalised opinion according to an American model.
Khelil is considered the first energy minister in Algeria since decades who obtained the complete data on how to conduct the trade of o and gas, both in  long contract and in the free markets which raised controversy at the level of  the very narrow governing circles, which accuse each others due to the lack of transparency on algeria’s energy exports. 
Justice avoided investigating neither in the causes of resolving “Brown Root & Condor” nor in the huge contracts which Algeria won worth 187 billion ZDZ, led by the construction of the current energy Ministry’s headquarters, and many projects in the fields of architecture and construction in hydrocarbons and public works, as the company exploited the diversity of its interference in sectors to realise various projects according to the way of architecture and funding and construction (BOT) in the hydrocarbons, petrochemicals, environment and basic structures, which enables it to realise a business figure which exceeded two billion dollars in 2005, and investigations did not wonder about the reasons of resolving the company despite it was rich, if it was not in reality just a front to conduct suspicious operations.
