Said Bouteflika, General Toufik, Athmane Tartag, And Louisa Hannoune Are Facing The Same Charges

The military investigative judge classified the cases of the former director of the intelligence service,Said Bouteflika, Lieutenant General Mohamed Madine “Toufik”, and the former intelligence coordinator, General Bachir Tartag, and the General Secretary of the Labor Party, Louisa Hannoune, on the basis of a felony, after deciding to merge everyone into one file and unified charges.

On this subject, official sources told Echorouk that the Military Investigative Judge is officially launching, this week, the “total interrogation”, which consists of collecting the listening summary of the four detainees at the first attendance and the second attendance in the “subject” for both Siad Bouteflika and General Toufik, Tartag, And Louiza Hannoune, before their case file is referred to the scheduling section and then determining the date of the trial.

This action follows the support of the indictment chamber at the Military Court in Balida for the decision to release the accused, which was issued by the military investigating judge. After the deadline for filing the request for the release of the defense of Toufik, Said, Tartag and Louiza Hannoune, After examining the files of those involved with guarantees of compliance in the same judicial body whenever necessary, the same day the military investigating judge informed the detainees of his decision to refuse their release because of the serious charges that they face, which necessitated keeping them in temporary detention.

On the following day, Monday, June 23, the detainees appealed the decision of the examining magistrate in the indictment chamber of the military court in Blida, which had previously rejected the defense’s request to appeal the order of imprisonment in May 2019, due to the charges of the four accused respectively, on 4 and 9 May 2019.

On the other hand, the defense provided a third request for the release of the general security of the Labor Party, accompanied by a full medical file explaining the deterioration of her health situation, but the court stuck to the decision to reject the release of Hannoune on bail.

During the second hearing on the subject, the Military Investigative Judge did not drop any charges against the accused, but the charges were proved, the first charge is related to the crime of “conspiracy that aimed at violating the authority of a military commander”, the act prescribed and punishable by article 284 of the Military Justice Law, to 10 years’ imprisonment. The second charge is “conspiracy to change order”, the act prescribed and punishable under article 77 of the Penal Code is the death penalty.

According to the same sources, the military judge did not submit new charges against Said Bouteflika, Tartag and Toufik, while continuing the investigation. He also maintained the charges against the three defendants, who were charged with pre-trial detention, on two preliminary charges that were assigned by the Military Investigative Judge in the first stage, based on the judicial investigation record of the intelligence services, which followed the same procedures as the civil courts after verifying the conspiracy of the accused against the military institution and attempting to carry out the coup against the authority of the state.
