Transitional measures: pay raise for 80 high position holders

Algerian Prime Minister Abdelaziz Belkhadem determined transitional measures of senior structural position holders of decentralised departments in the State. A salary scale is to define increase allowance in grade-related points to cover difference in salaries of governmental civil servants when they are on missions of high responsibility. In most of times, they are volunteer missions added to their main original ones.

• Public administrations have recently received an interministerial instruction to define modalities of the prime minister’s instruction implementation dated on January 14 2008. It includes the implementation of new system of high position wages payment especially the fourth point.
• The instruction will be implemented on all civil servants who were legally appointed to hold high positions of structural aspect at decentralised departments in the State.
• The government determined 8 positions with additional privileges for finance treasury and taxes secretaries. They include 4 positions with 225 grade-related points equivalent to 10,125 Algerian dinars, 4 other positions with 325 grade-related points evaluated at 14,625 DA. On the other hand, 8 positions remained with 75 grade-related points equivalent to 3,370 DA and 3 positions with 55 points with 2,475 DA as well as 3 other positions in 45 points with a value of 2,075 DA.
• Those increases will enter into force from January 1st 2008 with retrospective effect. Ministry of Finance and General Department of Civil Service will be in charge of following up the implementation the governmental instruction.
• An official at a governmental sector told Echorouk high positions will be introduced into status for the first time. Most of administrations made a complete inventory of all their positions especially exterior departments of each sector.
• The official added that the civil servants used to voluntarily accomplish additional tasks and some positions will be banned from the status.
• A total of 80 positions will be touched by the pay increases in different sectors including provincial public administrations, exterior services of municipal guards’ general department, decentralised services of agriculture ministry, provincial governorate of forests, fishing department, exterior services of State properties, treasury exterior services, local structures of fiscal administration, exterior services of customs administration, exterior services of trade ministry, labour general inspection department, inspection department of public service and municipal administration.
