Central Administration of Higher Education and Scientific Research Ministry is living a state of confusion, because of the lack of transparency and necessary mechanisms in conducting the institution, both for recruitment and promotion within the ministry or overcrowding that a number of directorates noticed recently because of opening financial posits of employment without providing a place for employees, and the absence of the social partner within the ministry.
Echorouk informed sources said that among the directorates that noticed chaos is “Human Resources Directorate” that is headed by “A. D”, as it opened financial posts for the year 2014, without consuming the old one , which created confusion in employment and a delay in tasks and functions delivery, as this step by the directorate is considered a clear violation of the decision that was taken by Mohamed Boughazi, in charge of reforming the civil service and adviser to the presidency, who asserted the necessity of “consumption of financial posts for 2013”, and also the Prime Minister, Abdelmalek Sellal, call to consume financial posits that are available before opening other new posts.
Same sources said many services and directorates of the Higher Education Ministry are facing the problem of overcrowding and the lack of places for employees, which led some to wonder about the reasons why the sector’s officials open posits without providing places for staff, especially since it has other consequences even outside the ministry because of the refusal of some directorates to lead consultations that are relating to transfer to new headquarters outside the ministry to relieve the pressure, and then the proposal that is related to transferring the General Directorate of High Education and Training, that is headed by “M.H” which was transferred to “National School of Business”, but the latter strongly rejects the proposal sue to the absence of confidence among officials, especially as he described as one of the faces of the old guards of the Ministry.
