Algeria allocates $15 billion to development projects

Additional money approved by the Algerian Prime Minister Abdelmalek Sellal for provinces to boost development projects rose controversy as some believe they are necessary while others say they are useless due to low budget consumption.

The Prime Minister offered more than $15 billion to different provinces. A total of 44 billion DZ were granted to Tizi Ouzou (100 east of Algiers), 30 billion DZ to El Bayedh, 30 billion DZ to Jijel (east of Algiers), 28.5 billion DZ to Tiaret (west of Algiers), 28 billion DZ to Medea, 51 billion DZ to Batna (east of Algiers), 23 billion DZ to Sidi Belabbes (west of Algiers), 13 billion DZ to Naama and 30 billion DZ to Ghardaia (south of Algiers).

The government allocated $286 billion for the Algerian President Abdelaziz Bouteflika’s five-year-plan 2010-2014. Audit operation showed that 30 percent only of the money was consumed and 70 percent of the projects have not been launched yet.

Observers raise questions about the government’s policy of injecting additional budgets while most of allocated money for provinces was not consumed.

According to economist Farid Benyahia, this step shows a bad management as huge sums is allocated to projects while 70 percent of them come back to the public treasury.

 

“There is no coordination between ministries as they is no planning organism and no good control over public deal specifications preparation,” he told Echorouk on the phone.
