Chairman of National Chamber of Bailiffs to Echourok: 90% of the fines are not collected

Seizing the opportunity of being invited to “Echourok Forum†the chairman of the National Chamber of Bailiffs Mohammed Echerif has revealed the role of the bailiffs in the fight against corruption and money embezzlement, through inquiry into their sources.

The National Chamber of Bailiffs is expecting from the Justice Ministry to materialize the project of the National School of jurists in the province of Boumerdes (35 Kms east of Algiers) in addition to the launching of national contest for Bailiffs in a bid to reinforce the sector that registers a huge deficit especially in the Western and Southern provinces of the country.

This project coincides with appointment of Mohammed Echerif as the Vice –President of the Bailiffs International Union and the creation of Bailiffs Maghreb Union. The National Bailiffs Chamber’s role aims, according to its President, at levying fines and transfers them to the treasury.

He added, in this respect, that steering committee at the government is working on the project pending the issue of a decision soon declining to give a fixed date. Mohammed Echerif has further indicated that the Bailiffs are ready to collaborate with the tax services to collect this money amid the absence of specialized companies.

Echourok’s guest has indicated that the convincing method followed used by the Bailiffs has made that 80% of the decision are applied without the use of coercive measures as the Bailiff takes time to explain the procedure to the defendants and inform them that their refusal to comply with the law would only delay the procedure but doesn’t nullify it.

Mohammed Echerif has asserted that “93% of legal decisions were applied over the last month, enabling Algeria to hit a record since the average rate doesn’t exceed 06% worldwide”. These estimates, he added, prove that the profession has reached a respectable standard if compared to some Arab and European countries.

The Vice- President of the Bailiffs International Union Mohammed Echerif considers that “ the adhesion of Algeria to this institution as an achievement for all the Arab countries and its appointment as Vice –President in the same Union after Netherlands is regarded as an honor especially that the Union’s Executive Board includes six major nations in the world namely: France, Canada, Belgium, the United States and Netherlands in addition to Algeria”.

Answering to a question in relation to the benefits drawn from the adhesion of Algeria to this Union, he replied” We have succeeded in integrating the Arab language as a third working language in addition to the French and English. Moreover, we are thinking in amending some statutes to enable other countries especially Arab ones to join the Union”.
