Chairman of the Algerian Human Rights League to Echourok” Algeria needs a transitory period with Bouteflika and the military institution as guarantors

The Chairman of the Algerian Human Rights League has indicated that Algeria “needs a social democratic revolution” at earliest thorough the establishment of a sound constitutional institution to get out from the current totalitarian regime.

  • Talking at “ Echorok Forum” Hocine Zehouane has expressed his readiness to forward to the authorities an initiative limited in time with the aim to find an orderly and peaceful solution to a most likely political crisis.

  • His project, according to him, will enable Algeria and the Algerians alike to start afresh on solid basis within a period of 15 months at maximum, with the appointment of a committee of experts and lawyers entrusted with the elaboration of a new constitution with the military institution as guarantor all along the process.

  • M Zehouane has further added that his roadmap was elaborated in 2006 and the whole project is based on the dichotomy “ No for the reform of the constitution, yes for rebuilding”. However, he noted that the roadmap has noting to do with a constitutional council like the one suggested by the political party Socialist Front Forces ( FFS) which is completely irrelevant to the present context.

  • Secondly; to guaranty the stability of the cabinet, the transitory parliament has to give enough guarantees to the government so as to work amid stability in order to avoid troubles during this transition.

  • Thirdly; the necessity to “assure a constitutional protection” which means the priority to guarantee of the constitution by a powerful institution, which every body has to bear in mind that the articles that make up this document are sacred; the constitution is not a “tailor-made” clothe prone to changes according to the seasons.

  • Practically, Hocine Zehouane has called on the president Bouteflika and the military institution as well as the other influential forces in the country to accompany this initiative in a bid to cross through a transitory period for the elaboration of the constitution over a period that will not exceed 15 months.

  • He insisted on an effective freedom of expression and a direct dialogue with the people as well as informing the civil society about all the stages of transitory period, focussing on the pivotal role of the military institution as the sole guarantor of this process.

  • The lawyer has indicated that calling for marches at this specific period of time is a dangerous manoeuvre aiming at spreading chaos for the benefit of suspicious parties; considering that the initiators of this movement will not hesitate to tear the country apart in order to regain virginity on the political scene after being ousted.

  • Hocine Zehouane has clearly challenged the split leadership of the Algerian Human Rights League made up of the lawyers Ali Yahia Abdennour, Mustapha Bouchachi and the leader of the rally for culture and democracy party, Said Saadi, defying them to sit around a table for an objective discussion, noting that those people are working for the benefit of obscure parties.

  • Hocine Zehouane has considered the slogans raised by the protesters during the march of February 12 as “ blurring”, since they focussed on the lifting up of the state of emergency, referring to Said Saadi who declared then that” it was the happiest day in his life” but he drew benefit from the situation to manoeuvre dangerously.
