Chakib Khalil Scandal: New documents show the family’s properties

Documents (available to Echorouk), reveals the exploitation of family of the former Minister of Energy and Mines, Chakib Khelil, of the important influence of the man in Algeria and abroad, to win hundreds of deals in the oil, oil service, oil trade and informatics, as well as members of his wife’s family who benefited from his power in Algeria.

Same documents also reveal the confidential relationship between “Saipam” and Italian companies from Syria, Lebanon and Palestine.

 Chakib Khalil is head of many companies in the United States, including the company (Sagitar) specializing in Information Systems, (New Perspective Inc.) Co, Ltd, based in Cyprus, and is active in Britain and the United States, a company specializing in the oil trade and refined materials , and had many operations with Sonatrach in Algeria and London, Cyprus, and South Korea, and among the founders of the company there is a person called Mohammed Shady, while the chief financial officer of the company is Sameh Shafi, of an Arab nationality, which indicates that these Arabic names are just fronts for the real owner of the company which is based in Cyprus, and is one of the largest tax payers in the Mediterranean region.

 New Perspective Inc. for oil trade and oil derivatives is working closely with Egyptian companies, including the Company (O. G. P. E.) and the company (Litasco) from Slovenia, a company owned by a person named Haitham Ramadani, who has excellent relations with Sinai Khalil, in the United States.

According to documents in possession of “Echorouk”, Sinai Khalil also owns 53.1% ($7.96 million) of the shares of the company (Clearlogic), while the remaining shares are owned by his mother Nadjet, a professor at George Washington University, and who owns the equivalent to $ 1.2 million from the company’s capital.

The same family, conducts other works in partnership with one of the family members called AymanArafat, including the company (Comptronic) Ltd. Which is specialized in the installation of IT systems, and which is based in the United States (1311 Vinson Square Mac Line), and is active widely in the Middle East and North Africa with the non-governmental organizations that benefit from the aid that is provided by American Donor Fund in the region, starting from his office in Cairo, which run by Oussama Sawiris.

The same documents show that Chakib Khelil’s family is keen to share the profits of its operations with family members, as Ayman Arafat, for example, ensures all the operations of supplying operations of the companies of Sinai Khalil, or operations of his aunt’s companies Najat Arafat, to prevent the data access to others whether it come to regulatory authorities or the tax authorities.

In Algeria the same family has very close relations with a large number of Algerian businessmen, and Arab nationalities in the Middle East, including businessmen from Lebanon, Palestine, Syria, Egypt and the United Arab Emirates, including Habour Omar, one of the key defendants in the case of the Industrial and Commercial Bank of Algeria, and close friend to Chakib Khelil , and former Finance Minister Abdelatif  Ben Achenhou, as Habour owns a group of companies in Algeria, France and Lebanon.
