Civil service: 500 ministerial orders frozen
The government refuses to reveal suspended statutes fearing of demands for their officialisation. Media law has not been reactivated since the 1990’s edition was issued and was not accompanied by applied texts.
According to sources, civil service statutes were completed while some are still suspended. The government does not want to announce them fearing of possible financial burden following pay raise.
Earlier, the Algerian finance minister said there was an increase in the management budget this year due to pay raise.
Secretary General in charge of litigations at the national central union Telli Achour told Echorouk there media laws are ready but they were delayed due to the last governmental reshuffle.
Khaled Keddad, spokesman for health unions said the government finished 60 statutes of civil service sectors. “There has been a delay in the release of about 500 interdepartmental order related to 60 statutes of civil service.”
The government fixed five years to finish with all the statutes.
According to the same source, all the civil service-related statutes were issued but “the interdepartmental orders include examination tests and superior positions. Because of that the announcement was delayed.”
The unions spokesman said there was no order determining the number of superior positions for public heath servants including specialists, general practioners and psychologists.
He believes that the revision of education employees’ statutes opened door for the generalization of the revision to all the sectors.
