Draft law creates deep dissentions between two major parties of the presidential alliance

The leader of the National Democratic Rally, Ahmed Ouyahia urged his representatives at the lower house of the parliament to bring in-depth revisions on the draft law governing the town halls in compliance with the party’s global view.

  • The RND leadership has staunchly denounced the hegemony of the National Liberation Front ( FLN) parliamentarians, through the Legal Affairs Committee, over the key revisions especially those related to the selection of the mayors.

  • Parliamentarian sources that spoke under anonymity conditions, have revealed that three committee were set up within the party and entrusted with discussing the revisions which have to be enclosed in draft law.

  • The party’s leadership has given the go ahead for its parliamentarians to think over appropriate suggestions with the view to highlighting the party’s touch on the draft law, at the moment where the National Liberation Front party, which holds the majority in the Legal Affairs Committee, has imposed the revisions that play in its favour at the elected Boards.

  • The National Democratic Rally insists on the necessity to reach a balance between the local administration and the elected representatives by giving higher prerogatives to the mayors, which allow them to take their responsibilities while performing their duties.

  • O n the other hand, the chairman of the legal affairs committee Hocine khaldoun was dismissive to the allegations over instructions given to the FLN to impose revisions likely to consolidate the hegemony of party on the elected Boards saying: “ We have never imposed our will inside the committee since each member expressed his own view and a large debate was raised over each provision, a consensus has been reached over most of the content of the draft law except the provision 69 that required a vote to be passed”.
