Education Workers Decide Centralization Management of Their 40 Bln Welfare Fund

Education employees have finally put an end to the controversial issue of the management of the social welfare fund, which contains 40 frozen billion DZD.

In fact the referendum results showed that 61.87 percent of the voters chose Option 2 which stipulates the centralization of the management of the social welfare money, while 38.13 chose the decentralized management as stipulated by Option 1.

The referendum turnout hit 91.41 percent, as 65000 workers were eligible to vote. 

The wining Option 2 has been promoted by the National Education and Vocational Training Workers Union and the National Council for Secondary and Technical Teachers, while the Option 1 was supported by the other unions, including the National Union for Education Workers and the National Union for Secondary and Technical Teachers.

Te referendum took place Wednesday on the level of all education institutions nationwide. 

Supporters of Option 2 say the “centralization” management of the social welfare fund is the best and most efficient way to put into concrete form solidarity between workers of the education sector, and extend the benefit of the fund to retired, widows and orphans.

The welfare fund used to be under the control of the Ministry of Education, yet the unions required set the fund free, and permit all the sector workers to get advantage of. 

This issue used to spark the longstanding protest movements of teacher unions, which caused the freeze of 40 billion DZD.
