Government: License to Import Counter-Corona Virus Supplies And Relaunch Of “Ansej” Projects

On Thursday, the government announced licensing private customers to import medical supplies to counter the Corona virus, as well as setting up an information system to monitor market supply during the holy month of fasting of Ramadan, along with a decision to resurrect the projects of the Youth Employment Support Agency (Ansej) on new terms.

This came out in a communiqué culminating in a government meeting held with the technology of tele-presence.

The Prime Minister, Mr. Abdelaziz DJERAD, chaired, this Thursday, April 23, 2020, a meeting of the Government, by videoconference, devoted to:

– The examining of two draft executive decrees relating to the sector of the interior, local authorities and land use planning.

– The examining of a draft executive decree relating to the health sector, population and hospital reform.

– The presentation of an exposé by the Minister of Trade on the digital system for monitoring the supply and supervision of the commodities market during the current health crisis (coronavirus pandemic).

 – The presentation of a communication from the Minister of Micro-Enterprise, Start-ups and the Knowledge Economy on the re-launch of the support and employment scheme for young people (ANSEJ) through the RESTART program.

1- The Government heard a presentation by the Minister of Interior, Local Assemblies and Country Planning on the presentation of draft executive decrees fixing the number and delimitation of communal delegations in the communes of Bir El Djir and Gdyel (wilaya or province of Oran).

The purpose of these two draft executive decrees, which are issued pursuant to article 136 of the Communal Code, is to set the number of communal delegations and the territorial area of the  municipalities of Bir El Djir and Gdyel.

To this end, the municipality of Bir El Djir will have five (5) communal delegations and that of Gdyel will have three (3) communal delegations.

This administrative organization, which is planned for large municipalities with a high population density and a particular geographical and urban configuration, will be such as to enable public service missions and local development requirements to be better met.

2- The Government heard a presentation by the Minister of Health, Population and Hospital Reform on the presentation of the draft executive decree on exceptional measures to facilitate the supply of pharmaceuticals, medical devices and detection equipment to the national market in response to the coronavirus pandemic (Covid-19).

The draft executive decree proposes customs facilitation measures for operations to supply the national market with products, supplies and equipment needed to prevent and combat the coronavirus (Covid-19) pandemic.

In addition, and in view of the health situation, economic operators will be authorized to import, for their own needs exclusively, the means of personal protection (such as masks) and the products and equipment needed to disinfect workplaces.

3- The Government heard a communication presented by the Minister of Trade on the digital system for monitoring the supply and supervision of the commodities market during the current health crisis.

This is a digital information system which aims at monitoring the supply of the national market in food products deemed essential in anticipation of the month of Ramadhan which coincides this year with the health crisis Covid-19.

The objectives pursued through the establishment of this information system include the creation of a data bank on agri-food activities, in order to ensure the daily monitoring of stock levels of raw materials and products of wide consumption throughout the national territory.

4- The Government heard a presentation of a communication from the Minister of Micro-Enterprise, Start-ups and the Knowledge Economy on the revival of the youth employment support scheme (ANSEJ) through the RESTART program.

The “RESTART” program aims to provide better visibility on the state of the projects supported by the ANSEJ program through a rigorous diagnosis of the scheme, the beneficiaries and the results recorded.

The main objectives expected from this program are as follows:

– correct the dysfunctions and lapses observed;

– support and encourage micro-enterprises that have honored their commitments to the ANSEJ scheme and to banks;

– and revive promoters that have ceased trading.
