“Leadership” inflames the guerrilla war in the new neighborhoods
A field study by the National Gendarmerie on the reasons for the guerrilla war shows that it intended to take control over the residential neighborhoods by delinquents and judicially unprecedented youth.
Security services confirmed that the phenomenon took a serious turning point in the last three years, suggesting a plan to combat the phenomenon.
The study, which included many of the neighborhoods where the guerrilla war emerged as a new phenomenon in the Algerian society, as the causes are the social situation of the gangs, since most of them are jobless, oblique non- educated youth with an aggressive behavior that make it difficult to talk with them by security services or wise residents of the neighborhoods.
It also showed that all the registered clashes erupted for trivial reasons like simple assault, harassment which evolve with the gradual solidarity between youth of the same neighborhood, to reach youth of other neighborhoods, and altercations between residents of two neighborhoods using swords and daggers, and various knives and Molotov cocktails, causing injuries, but the patients do not fill complaints at the level of security services, whatever the degree of injury for fear of prosecution or retaliation by the gangsters.
The study also found that among the reasons that have helped, even indirectly in the emergence of the phenomenon, is the lack of public facilities.
In order to eliminate the phenomenon of guerrilla warfare, Gendarmerie leadership, according to the Commander of the National Gendarmerie local group in Algiers, Colonel Ghali Beleksir, proposed the distribution of the displaced population from a neighborhood to several sites , and the provision of public facilities in the new neighborhoods, like schools, treatment centers and means of transport, to contain the youth, and enable residents the new neighborhoods of the formation of associations and committees in the legal framework , involving influential people in the neighborhoods, along the lines of the Imams, elites and dignitaries, along with the activation of the sensitization of the school and the mosque, in order to educate young people and parents to combat the phenomenon.
The number of arrested in the guerrilla wars of Algiers neighborhoods, as revealed by the head of the Public Security Bureau at the Gendarmerie Regional Group of Algiers, Capt. Mourad Boukarzi, reached 149 people, while the total income of the Gendarmerie and police services in Algiers, show the arrest of 500 people in the same period.
These figures made the Gendarmerie leadership decided to set up new units in anticipation of deportation, and other additional operations, as it will create four regional teams and a platoon of security and intervention in the neighborhood of 640 homes in Kalitous, Barraki, and neighborhoods of 726 homes , and 668 houses in the Municipality of Rouiba and Heraoua, and its counterpart in the Chaabna neighborhood, in the Municipality of Oued Chebl in Bir Touta, the neighborhood of Sidi Slimane in Kheraisia.
