Ministers accused of changing government laws
Algeria’s Prime Minister Abdelmalek Sellal gave an instruction to all the ministries to respect the government’s position when preparing draft laws and presenting them to the People’s National Assembly.
This instruction comes following a conflict between the Algerian post ministry and Regulation Authority about a draft law on rules applicable on post, telecommunications, information and communication activities.
The instruction stipulates that ministers should defend the government’s position and oppose any amendment of the draft law.
Draft laws should be in conformity with strict and predetermined rules as they are the fruit of a consultative work between government bodies.
Sellal critisized a number of executives assigned by ministers to follow up draft laws for not « defending anough those texts. »
He proposed a set of solutions to avoid any change to the government’s draft laws. He ordered ministers to give strict instructions to their representatives in charge of the draft laws.
This comes as the Prime Minister has doubts about some ministers’ attempt to change some laws which were approved by the cabinet, Echorouk has learnt.
Sellal critisized the Algerian post minister Moussa Benhemadi of trying to change a draft law on rules applicable on post, telecommunications, information and communication activities in order to reduce the Regulation Authority’s prerogatives.
