More Than A Million Pre-Employment Contracts Are Awaiting Professional Integration

Over 160,000 out of 416.000 employees who signed the pre-employment contracts for the professional integration are awaiting the government’s decision to integrate them before the end of the current year, according to the promises of the authorities, and complainants are made about the delay in the process of integrating the first batch, which was scheduled for the end of last March, especially with the issuance of an executive decree requiring their integration.

Employees who signed pre-employment contracts live a state of anticipation, waiting for the decision to demarcate them in their positions, or opening new financial posts to include them, especially since promises to integrate the first batch before last March have not been realized.

The President of the Republic, Abdelmadjid Tebboune, gave instructions to the Ministry of Labor and behind it, the General Directorate of the Public Service, to integrate all employees within the framework of the professional integration formula, which number reaches approximately one million employees, as it was planned to integrate 160.000 employees as a first batch before the end of March, and the rest of them will be integrated before the end of this year.

The Complementary Finance Law did not address the status of this category, due to the lack of a financial budget to regularize their situation, according to the justification of some officials in charge of this file.

In this regard, the member of the National Assembly, Abdelouahab Benzaim, known for his defence of this category of employees, addressed an oral question to the Prime Minister, Abdelaziz Djerrad, about the delay in the implementation of the Executive Decree No. 196/19 related to the incorporation of pre-employment contracts.

According to the content of the question, Benzaim confirms that, during a discussion of the government’s recent offer, the issue of integrating pre-employment contracts was raised, after the issuance of the executive decree related to the settlement of their status on December 8, 2019, after which the joint ministerial publication between the public office, the Ministry of Labor and the Ministry of Finance was issued, to implement it in its deadlines.

According to the senator, the employees were pleased with this formula by the executive decree, especially after the installation of the committees and the clearing of the list of beneficiaries from the Ministry of Labor. He added, “But after issuing all instructions for all departments concerned with integration, we have noticed that the executive decree has not been implemented yet”.

In his question, Benzaim asks about the measures that the prime minister will take to implement the Executive Decree 366/19, “especially since this category has been operating for years, and they deserve to have their request taken into consideration, to fulfil their social rights”.

More than a million employees in the form of professional integration are waiting for their integration in budgetary posts, after the government decided to delineate them in vacant jobs in various sectors, starting from last March.
