Paris To Tighten Procedures On Algerian Illegal Immigrants

French Senate Committee on Laws passed amendments to the Immigration, Refugee and Integration Act, which directly targets Algerian illegal immigrants in France as the second largest community that lives an illegal situation on its territory according to the French border police.

French laws include tightening the conditions of family reunification and mixed marriages and the procedures of limit the presence in the French soil like the reduction of visas for countries that do not cooperate in the deportation of illegal immigrants.

French Senates report said, on June,6 the Commission on Laws approved the report of Francois Noel Buffet (Vice-Chairman of the Committee), noting that the Committee itself submitted amendments to the bill aiming at tightening the procedures and conditions of family reunification, which is often realized through mixed marriages.

Algerian family reunification measures mean directly that they are the largest beneficiaries of this measure in France.

According to a previous report by the French Senate, out of 25,000 residence licences that were granted to Algerians in 2015, 19,000 were related to family reunification proceedings.

The report did not elaborate on the tightening of the family reunification procedures and conditions, but merely pointed out that Franois Noel’s report will be published in the coming days in detail.

Among the measures that will be adopted in case of the ratification of the new law is the amendment of the procedures for medical care for illegal immigrants, where the medical assistance of the state for the benefit of illegal immigrants on the French soil will be compensated by the “emergency medical assistance”, which will reduce the number of beneficiaries of health care among illegal immigrants.

The report referred to the activation of deportations more against illegal immigrants, as those who will be concerned with the deportation are asylum seekers who have received a notification of rejection of their request for asylum, and should be given notice of leaving the French territory.

It spoke frankly about the reduction of visas that are granted to countries that do not cooperate enough to deport the illegal immigrants by avoiding the issuance of deportation permits through their consulates for citizens who do not have a passport to leave the French territory.

Additional penalties for the prevention of entry into French territory will be tightened on illegal immigrants who are implicated in crimes and offenses, and every illegal immigrant who obtain a prison sentence of more than five years will be banned from entering the French territory for 10 years.

The report pointed to a more selective migration trend through the passport of talents, noting that the Algerians have benefited from this procedure so far by 203, compared to 248 for Morocco and 272 for Tunisia, while by the end of 2017 the number of Algerian students who were enrolled in the universities of France reach 26016 students, compared to 38,000 Moroccan and 28,000 Chinese students.
