Tebboune: “Subscribers to AADL 2 must either pay the new price or forsake their apartments”

The Minister of Housing, Town Planning and the City, Abdelmajid Tebboune said Wednesday in Algiers that the date of payment of the second tranche of the AADL housing program for the 2013 subscribers is dependent upon the setting by the relevant authorities of the final price of the apartments which will probably witness a hike of 20%.

During an inspection visit meant to inquire about the achievement of ongoing projects in Algiers province together with the Wali or Governor of Algiers Abdelkader Zoukh, Mr. Tebboune underlined that the date of payment of the second tranche would be determined after the signing of the ministerial decision (involving the ministries of Housing and Finance) on the revised prices of AADL housing.

“Before disbursing a new financial slice, the subscriber is entitled to inquire about the new prices so as to ultimately decide to keep or not its subscription to the AADL,” the minister asserted.

Mr. Tebboune said the Ministry of Housing has advocated in the ongoing negotiations with the Ministry of Finance, not to exceed a 20% rate in the increase in prices of rental housing sales, and apply this increase to monthly payments and not to the first payment of installments.

Regarding subscribers of the years 2001 and 2002, the housing distribution program will continue in three quotas, scheduled for August, September and December 2016.

The program provides for general distribution from 20,000 to 22,000 units by the end of the year, through several provinces, namely Khenchela, El Bayadh, Tipasa, Batna, Mostaganem, Ain Temouchent, Oran and Bechar, besides the capital Algiers where the authorities have scheduled the distribution of between 10,000 to 12,000 housing units.

The inspection visit of Mr. Tebboune also concerned the AADL housing compound of Ouled Fayet (1,069 rental-sale housing units), whose reception is planned for September, after completion of development works such as lighting and green spaces.

Regarding the AADL housing site of Djenan Sfari (1,500 rental-sale housing units), the Minister decided to postpone the distribution of the quota for failure of natural gas connection there.

“It is inconceivable to deliver new housing units not yet connected to drinking water, gas and electricity systems,” hammered the minister while stressing the “importance that newly-built housing estates should possess all the necessary amenities.”

Mr. Tebboune also inspected the housing construction works in Sidi Abdellah, where he announced that the first quota of housing units of the new city would be delivered in December 2016.

“This quota will be the heart of the new city which is endowed with a specific urban look,” said the minister.

Besides the housing estates of 4,500 and 6,500 dwellings included in the LPP and AADL housing formulas, the first housing quota of the new city is endowed, he said, with public facilities, commercial premises and other utilities.

The commercial space is under consideration in coordination between the Ministry of Trade and the National Agency of support for youth employment (ANSEJ, he added.

In terms of recreation areas, projects proposed by private companies were approved pending their smooth implementation on the ground, Mr. Tebboune said.

The launch of a tender for the construction of two large commercial towers of 40 floors is being examined. The project should be entrusted to private investors, asserted the Minister.

An instruction will be duly sent shortly to local authorities on the precise standard railings to be fitted on the windows of the newly-built apartments, he added.
