Temine Prepares Report to Criticize Local Elections Surveillance Commissions

The National Commission for Local Elections Surveillance’s reporter Abdellah Temine critisized a final report presented by Mohamed Seddiki on Wednesday to journalists.

“The report was supposed to include a comprehensive overview about the local elections. The number of voters was estimated at about 15 million and not 21 as announced by authorities,” Temine told Echorouk Thursday on the phone.
He prepared another report which included a set of recommendations. Of them, the review of election legal system to adapt it to the Algerian reality, the creation of an independent national institution to clean up election lists, the ban of all of the municipal, provincial election and surveillance commissions, to set up a unique organization of party and independent lists running for elections, judges, journalists and non-governmental organizations.
Temine’s report mentioned some notices about the voting related to political opposition to the law on elections. It says most of the candidates did not respect advertisement allocated places during the campaign and they spoke in French while campaigning. They also continued their campaign although the deadlines expired.
The report also said some names were mentioned in more than a list and some lists included a number of candidates from the same family. Attorney Generals were not notified of election crimes and political violence spread.
Speaking about elections surveillance mechanisms, Temine said the prsident of the National Commission for Elections Surveillance was elected by 12 voices out of 52 in one round. A second round was not organized.
He concluded that the Commission has no legal qualified and does not have the right to fill a lawsuit.
The report also said the number of judges is low compared to the volume of the elections process. Bureacratic regulation procedures hindered people who wanted to run for the elections.
