Bouteflika’s announcement to establish a national fund for divorced women, raised desirability of most women’s associations, and activists in the field of human rights, who described the decision as human and protector for this category, in light of the failure of most couples to give child support and rent charges, which makes more than 50,000 divorced women suffer from the ravages of vagrancy, begging and delinquency, parallel with the legal vacuum that led the National Council of the family and women’s issues, to send a black report to the president about the reality and the problems of divorced women, prompting him to announce the first national fund for the divorced women.
Head of the National Observatory for Women, Chaia Djaafri, told Echorouk that the president’s decision to set up a fund for the divorced women, came at the suggestion of the National Council of the family and women’s issues, which was the first to think of this step, because the divorced women suffer from the deprivation of the expense and shelter.
“The council has prepared a full project about the idea of the fund and the value of the grant, and how to use it”.
“I occupies the position of president of the Women’s Committee at the National Council of the Family, which belong to the Ministry of Solidarity, regarding the mechanism of the fund and how to run it, it will be under the direct supervision of the Presidency of the Republic, and consists of many ministerial sectors, including the Justice, Solidarity, Social Security and Health ministries, as every ministry participates in the fund financially and legally, through the payment of financial dues, and the enactment of laws and procedures that contribute to ensuring the rights of divorced women”.
“President of the Republic, received a report from the reality of more than 50.000 divorced who suffer from the scourge of homelessness and begging, as many of them resort to prostitution to feed their children, because of the failure of most of the men to pay child support, and poor grant of renting that was identified by the Algerian law reaching 4,000 DA, which is not enough for renting even a tin house.”
“With regard to the grant that is guaranteed by the Fund for divorced women, National Commission for the family and women’s issues, proposed 10,000 dinars for each child, thing which was approved by the presidency because the fund will be only directed to divorced women who adopt a kid. The Fund will force parents to pay for children, which will be directed to the fund that will convert these funds for divorced mothers in collaboration with the Ministry of Justice.”
