350.000 employees' situation settled before June 25, Health Minister says

Managers of Health and Population across 48 Wilayas received an order by the Health Minister, Population and Hospital Reform, Abdelmalek Boudiaf, to settle cases and situations of disputes relating to upgrading the grades and ranks of all health practitioners whose number exceeded 350.000 employees before next June 25, in addition to the need to empower patients to make specialized medical tests by 95 % , particularly obstetrics, gynecology and general surgery.

Instruction No. 121 dated on April, 20, 2014, was addressed to the Minister of Health, Population and Hospital Reform, Abdelmalek Boudiaf, to managers of Health and Population across 48 Wilayas, which copy is available to Echorouk, under three new action plans, in which the first responsible for the health sector conditioned the application of all its clauses, with sending progress and detailed reports for field application before next June 25, before the end of the second quarter of the current year. As illustrated by the instruction, the objective of these schemes is to improve the access to health treatment, and to improve the social, professional conditions, and financial disputes that are accumulated in the health institutions.
In the content of the three plans, according to the instruction, the first plan is resolving the status of professional life of the health practitioners, and to ensure 95% of disputes’ cases relating to upgrade in grades and promotion in the ranks and settle the professional situation for professionals of health, which will allow all users of the sector, who are 350.000 employees to settle their status similar to benefiting from upgrades in grades, as well as the demarcation of all ranks and contracted staff, who represent 25.000 employees.
Minister Abdelmalek Boudiaf, asked the sector’s officials to apply these instructions clearly and immediately, in all health institutions, for financial liquidation of all dues and debts that will lead them, in the end of the second quarter of the current year, to pay 80% of the central pharmacy’s debts for hospitals, and Pasteur Institute in Algiers, a process that will allow the assessment of the effectiveness of hospitals.
“Third action plan, intends to facilitate access to specialized medical tests by 95% of the domestic demand, in particular those relating to obstetrics, gynecology and general surgery, and to track the extent of the application of these procedures and plans, the ministry decided to hold regular meetings late on June and September, for the purpose of assessing the progress that is made in each of the three plans, that are announced in the ministerial publication No. 01 dated on April, 16, 2014 .
