51-49 rule triggers debate among deputies

Deputies of Algeria’s National Liberation Front (FLN) highly criticized industry minister Abdesselam Bouchouareb due to the 51-49 rule. They said they are against a draft law on investment and if they pass it, it would be just for President Abdelaziz Bouteflika.

Deputy Bahaeddine Tliba Monday said the draft law on investment came to implement the President and the government program and not Bouchouareb’s law. 

Deputy Mahdjoub Bedda said it is necessary to exploit this law to create real investment and to revise the 51/49 investment rule. 

Algeria’s RND defended the draft law and considered it as a wheel which would boost national economy. Deputy Fouzia Sahnoune hailed Bouchouareb’s role to boost the law.

Opposition parties opened fire on the minister, holding him responsible for presenting the law to foreigners in Chicago and Paris before Algeria.

Deputy Nacer Hmamdouche said Parliament lost its sovereignty and the investment law was designed for foreigners.

Deputy Ramdane Taazibt told journalists demands submitted by some deputies to review the 51/49 rule aim at serving foreigners.
