7.000 terrorists surrendered, 2.500 released, 71.000 missing and 17.000 eliminated in Algeria

… « Amnesty after all the terrorists will hand over their arms… everyone has to lay down his arms …then maybe calm will prevail and we’ll talk later about amnesty… for people amnesty is not just a word we take from the market and throw it into the street, and as violence leads to civil strife and war, the non considered amnesty, would push the country back into civil war.”

  • This was president Bouteflika’s response on the “demand” for amnesty by some people, during a previous meeting in the rallies of the past presidential elections.
  • Amnesty, is a project which is still deferred and pending due to different security and political causes and justifications, as the president stressed on the importance of the timing and order of priorities saying; “It is easy to take this decision because ultimately it is just a pen signature”, but the question would be; “Is the resolution reflecting the feelings of the bereaved mothers and orphans who are the real victims of the national tragedy of the Algerian people?”.
  • President Bouteflika also declared; “Amnesty is not simple, it is a heavy talk”, expressing his hope to see a day when Algeria could realise amnesty and peace among its children after a comprehensive dialogue in which all the Algerians from different movements and tendencies; “Amnesty can not be imposed through violence. The one who uses violence against us, we’ll punish him using a stronger weapon, because I take the responsibility of a country which does not bend for anyone, and a people who do not bend as well. It is not about a personal issue, it is the people’s cause.
  • After three years of the adoption of the Charter for Peace and Reconciliation, official figures showed that 7.000 terrorists have surrendered in the first year of the implementation of the procedures, and 2500 terrorists have been released under the same measures, as the Algerian PM Ahmed Ouyahia, confirmed that work was underway to reintegrate the free terrorists in the community, however, he referred to exceptions in the important sectors like educations, and mosques.
  • In a related context, the National Commission for monitoring the implementation of the Charter for Peace and Reconciliation showed that over 2200 detainees were released.
  • As for the procedures to grant compensations to the families of the missing persons, the Committee:
  • -Sent a list of the missing persons that has been identified, and which include about 7100 cases, to all the local committees, as the judicial authorities registered over 3000 cases of death.
  • –  More than 7000 persons stated that they have a family relationship with the missing persons at the various local committees.
  • With regard to the procedures of the national solidarity towards the poor families that one of its relatives joined terrorist groups and who was killed in the fight against terrorism, the National Committee revealed:
  • The official list of the terrorists’ names who have been eliminated by the Algerian forces includes 17.000 names, as it remains the only document in this area.
  • Over 7000 persons from the relatives of the terrorists who had been eliminated applied to the local committees which initiated the procedures for the social investigation in this regard.

– More than 5000 persons said they had been subjected to dismissal administrative procedures because ofthe work related to the national tragedy, as they applied to the various committees which gave them explanations about the documents and evidence which they must inevitably include for the file of reintegration or compensation as provided in the presidential decree on this file.
